Pool Compliance in Victoria

The certificate

Victorian pools and spas are certified with a Form 23 Certificate of Barrier Compliance following inspection against the barrier standard applicable to your pool's construction date, then lodged with your local council.

Registration and cycles

Victorian pools and spas must be registered with council, and a new Certificate of Barrier Compliance must be lodged every four years. Once issued, the certificate must be lodged with council within 30 days. Council notifies you when it falls due, we handle the inspection and lodgement.

Which standard applies

Victoria applies different barrier standards depending on when the pool was built. Part of the inspection is confirming the correct standard for your pool, so you are not held to rules that do not apply, and not passed on rules that do.

Barriers, gates and latches

• Which barrier standard applies to your pool, based on its construction or major alteration date, this decides everything that follows
• Barrier height and gaps against that standard, including under-fence clearance
• Gates that self-close and self-latch from any position, opening away from the pool
• Latch release height and shielding
• Glass panels, fixings and condition where glass fencing is installed

Around the pool and the paperwork

• Clear space outside the barrier: climbable objects, garden beds, retaining walls and structures
• Doors and windows where they form part of the barrier under your pool's applicable standard
• CPR signage, strongly recommended and checked on every visit
• Registration of the pool or spa with your local council
• The four-year certificate cycle and the 30-day lodgement window for your Form 23

$350. Full compliance assessment, digital inspection report, and the certificate issued and lodged where the pool is compliant.

Re-inspection

$190. Re-check of the specific items listed on your non-compliance report once they are fixed, not a second full inspection fee.
